Need help finding an old pc game

Ok so back when I was like 6 or 7 there was this game I used to play whenever I went to my cousin's house. I've been searching for this game for about 5 years now. My problem is I have no idea what that game was called. Here is the characteristics:
1.can choose nationality of character with flag of country

2.could customize what character looked like with pre-set face models

3.could choose from at least 20 to 30 weapons in classes like primary, secondary, etc. and I think you could only choose 4 weapons per level

4.first two levels took place in Antarctica and somewhere in Africa and I remember the Antarctica level had a random submarine in the middle of it

5.during each mission you were on your own against a bunch of terrorists

6.at the end of each level you had to get to the "exfil" point to beat the level

7.as far as I know it was only for PC

8.with one of the cheat codes you could turn invisible

so anyone have any ideas what it could have been?

I used to play that when I was little, it was on the PC, and had missions in Africa deserts/mountains, and siberia. I also remember you had to always go in, kill terrorists, and then get out again! I also remember it had an awesome level maker, where you could just dump a load of random objects and terrorists and go on a spree! :p

no its definitely not global operations because the images don't anything like what I remember plus the description doesn't match

ya know delta force might have been it because those images look pretty similar to what I remember
also it was definitely first person

I thought it might have been... I used to play it with my cousins too!

When you said selecting a face and country it rang a bell, and the snow and savanna levels also struck oil with me!
