Ok so, I keep remembering this really terrible sci fi/post apocalyptic movie I saw as a kid back in the 80s. I can't tell you much of anything about it, other than the big bad guy, was a dude wrapped in what looked like aluminum foil, who was mounted on a robotic arm. He had mechanical arms that kind of reminded me of Edward Scissorhands, and spoke in a reaaaaally low, gravely voice. He would be lifted around the area of his lair, literally on this mechanical arm, because he was some kind of evil cyborg or something It was sort of a bad rip off of Beyond Thunderdome. And if I recall correctly, he could drain life energy from people if they were hooked up to this machine, and he used it sort of vampiricly, to continue living.
Oh, and the hero had some badass tank/car thing that was his secret weapon to live in the wastes. It was basically some bit of military tech that he had, while everyone else was running around on cobbled together vehicles.
Anyone know this movie?
