need help with mafia 2 demo on PC

so, i got the demo and loved it, but i can't get the graphics to look good even though i have the recomended specs*.

i have an intel quad core 2 2.66Ghz and an ATI HD radeon 3870, yet i can't get a good FPS without turning off all the flashy graphics.

is this site wrong or do i need to upgrade?

Meeting the recommended specs doesn't mean you're going to be able to play it on full, it means it will be playable.

i get that, but i can only get an average of 18 or so unless i play on the absolute minimum, meaning 800 x 600 resolution.

I can play most games on high but I also have to drop the graphics for Mafia 2, but it still looks fine.
