Go on Steam, right click each game, and go to properties. From there, 'verify integrity of game cache'.

Seen it before.

The answer is Update your graphics card driver to the latest version. Verifying the integrity of your Game cache is also beneficial as well as defragmenting your hard drive.

Alright so it still WONT and run properly.Plus game is super laggy.

@Anarchemitis: I followed your advise and the consequence of the actions were:

1)My graphic card is the latest in version, and it was ever since i started playing, apperently.

2)I verifed the integrity of game cache.

3)As for defragmenting my hard drive, some of the files that did not defragment are probably the problem. They are \program files\steam\steamapps\somethingsomething

My computer specs are (I think):

Computer:
Intel[R]
Pentium [R] CPU 3.00GHz
3.01GHz, 0.99 GB of RAM
Physical Address Extwnsion

System:
Microsoft Windows XP
Professional
Version 2002
Service Pack 3

Thank you for the help so far, I'd really appreciate some more.

DISCLAIMER: I am not a computer expert.

Go to this site and test Team Fortress 2

http://www.systemrequirementslab.com/cyri/

I think it may be your RAM. I have to go for now, let me know what the result are from the test.

Those would be the Game Cache Files (GCFs, proprietary container format of all Source Engine games).
you have to defragment them with Steam. Go to your Library, right click on Team Fortress 2, go to Properties, under the Local Files tab there will be four buttons. The Bottom should defragment the Cache if there is any fragmentation. (Steam will be rendered inoperable until the Defragmentation is complete, and may take anywhere from minutes to hours to finish.)
