New Vegas Always On?

I'm having a bit of a problem. When I try to launch Fallout: New Vegas, I'm told the Steam servers are overloaded, probably because so many people are downloading Deus Ex. Minor annoyance, but it brings up something worrying:

Does this mean New Vegas has had Always On DRM this whole time? This is the only game of mine for which the servers being overloaded is an issue, and I can't play it in Offline Mode either. Anyone know what's going on?

Sorry i'm on my mobile and it's hard to see,try to backup your games and reinstall steam. or to verify the cache.

Tried to launch in offline mode?

He said he tried that...

Try restarting steam. Failing that reinstall the game.

Thank you, but it isn't just me. I went on the Bethesda forums, this is happening to everyone. That's what leads me to believe it has Always On.
