Yeah that's kind of a vague subject given the game in question... but anyways!

So I have Fallout New Vegas on Xbox 360. I pre-ordered it so I have the Classic Pack DLC, as well as the Dead Money DLC.

I downloaded both DLC's on a different system, so when I switched over I immediately went through my download history and re-downloaded both DLC's so they would be registered to the new system.

When logged into Xbox Live, all the DLC works as expected. No issues.

When offline, DLC is marked as corrupted and unplayable.

Anyone know what the hell is going on?

My first thought was to re-re-download the DLC, and after doing so I have the same issue, so that didn't fix anything.

it's probably not a problem with your dlc, there's a bug or two in the game that can corrupt your save files (some people have gotten that message when they had no dlc at all)

so either your save is corrupted, or your problem is something else (I've never transferred dlc so I'm not sure what problems can go along with that)

I understand saves can be corrupted, but as soon as I log back into xbox live the issue resolves itself.

I understand saves can be corrupted, but as soon as I log back into xbox live the issue resolves itself.
not sure what your problem is then. did you try searching your problem over google?

Absolutely, it was the first thing I did. It's the first thing I always do when having an issue, lol. All I found were people asking if the DLC was playable offline, with the answer being a resounding 'yes'.

I also posted this same thread in the Bethesda forums.

My buddy has the same thing happen to him. Some sort of "piracy protection". You need to be online at all times to play it apparently.
That's weird because all my internet searches tell me the DLC should be perfectly playable offline.

Xbox live. Note: Only Xbox Live not PSN, requires online verification to play DLCs on Fallout. But the PS3 dosen't. So no problem with the system or the game, its just Xobo Live being annoying

When you download anything with a 360 it creates a relationship between the CONSOLE & the Save device.

So if for instance you attached your HD to your friends console and downloaded the DLC and brought it back to your house. The DLC still treats your friends Xbox as the native one and your actual one as the foreign xbox. This isn't an issue until you aren't connected to live.

You can search for it online. But there is a way to "properly" redownload the DLC so it treats your console as the native xbox.

This happened to me a couple years back. I spent 5000 points at a friends place and when I got home they all reverted back to trial versions. It sucked pretty bad.

You have to transfer your licenses for your system. It's kinda a pain in the ass. Go to xbox.com and search around and they'll give you some vague and unhelpful instructions to follow to transfer those licenses. Try to follow the instructions, then give up after several fruitless hours and just resolve to always play online.

Actually this was very helpful. I got Dead Money working without an internet connection (yay!). However the license for "Classic Pack" was not listed and that DLC still does not work without an internet connection.

Well, i'm glad it worked for you :) Obviously, i haven't had the best luck when i've attempted it myself.

well you missed the part that when you Copied the DLC to another system it logged in that system as your main console, the things you download check the serial number of where they are being downloaded and save it in their servers, once its "transfered" to another console, you have to either, delete your gametarg information and press "recover gametarg" to indicate this is your main system and then delete the dlc and download it again, deleting the content from the other console you played it

or, steal the HDD of the other console, because its logged in that HDD as the original DLC.

GOOD NEWS EVERYONE! My saga has ended! I finally broke down and called Xbox, after being on the phone with the guy for over a half an hour he goes; "Hey, what if you tried to delete the DLC then re-download it, as opposed to just using the "download again" function."

I am happy to report that this worked perfectly, and I can now play New Vegas with the Classic Pack and Dead Money DLC's OFFLINE! Such a simple suggestion, but it took way too long to come up with it.
