new warhammer fantasy rules? need help!

hello all of you who are interested!

i was arguing with my brother over a new rule in warhammer fantasy, the fact that u can only have 25% of lords and heroes, and the winds of magic

so 1) when it says 25% of lords and heroes, does it mean 25% of lords, then a further 25% of heroes? or 25% of lords and/or heroes?

2) in the tomb king army book, it states they do not gather power dice, do the new rules negate that so that they do?

i only play 40K, however just on a quick point, its spelled "fantaSy", not "fantaCy".
also from the rules wording you provide

1: combined 25% points for lords and heroes
2: wait for the new army book, if you are using the new army book (I don't know if its out yet) then no, use the RAW it makes life so much easier for the guy across the table.

Max 25% Hero
Max 25% Lord
Max 25% Special
Max 25% Rare

Theres also rules on taking duplicate special and rare options below 3,000 points and as for tomb kings Games workshop have put up a PDF file on their site to explain how the new rules effect Tomb Kings.
