This is in direct relation to the digital nature of DLC. Without a physical counterpart to compete with that can be sold, there is no reason to drop the price. Basically this is the model the industry is headed toward as digital distribution becomes pervasive and physical becomes obsolete.
Also on the bethesda vs CoD while I do agree with your point, please also understand that is subject to perspective. A 10$ Bethesda DLC offers you an additional 5 hours of content to the game you will experience maybe twice within the same year? Whereas a CoD map pack might take an hour to try all the new maps, those maps will likely be replayed so often that you end up getting 50+ hours out of that 15$ worth of content.

OT: TheOPs assessment is off. Its illogical to set a static price. The price absolutely should NOT be dictated by what people are willing to pay for it because, well people are stupid and easily manipulated and outright tricked.
DLC pricing should be dictated by how many content hours the player will get out of it in relation to how much effort went into the creation of the content.
