That, or you know, this being Japan we're talking about, invent better robots. And if your country gains an "android" demographic, I think you kind of stop worrying about your population rate. At least, until the technophobes come out with a "make love not robots" campaign, or something.
It reminds me of the unintended consequences that advertising has. For instance, the Don't Drink and Drive campaign--it's unintentionally cutting into the sales of alcohol. The same way the proliferation of "use protection" messages has cut pregnancy rates among teens, but is simultaneously affecting the overall birthrate, because now unintended pregnancies are also cut down--especially with the variety of birth control methods available, and varying beneficial physiological effects they have.
You get what you ask for, sometimes. And then you get something more, alongside that.
