There is no real justification for it though,
Again, plenty of justification for it if the writers can do their jobs and find a way for it to fit. What it sounds to me like your saying is: "no reason currently exists for the NCR/Legion/BOS/Enclave/etc. to be (insert location here) and that means there's no reason to even try to figure out a reason they could be." Besides, there's no justification for any particular faction to NOT be anywhere in the U.S. unless they've been canonically wiped out. If the writers want to put a faction somewhere, it'll be put there, period. Really though, it doesn't matter to me HOW a particular faction gets anywhere, even if it's really stupid. They could be abducted and brought there by aliens for all I care, I just want them there.

Yes, there is a canonal reason for a faction to not be somewhere besides being wiped out, its called "they haven't expanded that far into the country".

And saying that even a stupid reason would suffice really only shows how little you care about the quality, and believability, of the game world.

Also, the BoS, and the Ecnalve, do have an excuse for being anywhere, they are essentially tech cultists, and try to horde tech, them sending out groups to places to recover tech makes sense.

the NCR, and Legion, are far to focused on keeping their fledgling nations together, which really doesn't warrant sending people out across the country.

Then just say that they have, and just tack a reason for it on there, it doesn't have to be a particularly good reason or smart one, it just has to be a reason that makes you think "eh, maybe that could happen". I don't understand why you have such an issue with simply bothering to come up with a half-decent reason and just going with that.

I've ceased to care about the believability of fictional worlds when I was 5. I've long since learned that it's far better to take fictional worlds on their own merits and avoid getting hung up on something as insignificant and meaningless as "believability". Fiction is more enjoyable that way.

Scouting, salvaging tech, chasing a faction that pissed them off, after some big valuable resource, more, all of the above, take your pick. Saying that these factions don't have and never will have any reason to go beyond the parts of the U.S. they're already at is just plain ridiculous and shows a significant lack of imagination on your part.

i like hardcore mode eating sleeping drinking but ammo annoys me you need thousands of rounds to kill things, I don't mind playing game where I can die easily but I want my enemy to die too, like in arma or other military sim games. being able to join a super mutant guild and they refer to you as "little brother" or something.

a chracter/s that are with you throughout the game fallout lacks the relationships that other games can build between characters such as uncharted or gta games. the characters are dry and should have a relationship with the player throughout the game, rather than popping up every now and again.

being good at a few skills but hire thieves or science types to help you in sneaking parts or be a science/ pickpocket type and have your toughguy friend to help out.(this eliminates being good at everything but still not be penalized for picking a heavy combat role or heavy stealth role.

any thoughts?

Let's see.

-Keep the Deathclaws. They really bring the fear factor.
-No children "society", this is America not Australia.
-Able to start your own bandit gang and have wars and stuff.
-If their are unkillable NPC's, at least start them off that way, but once your done questing with them, they become killable.

-If children are going to be unkillable, make it so they cannot attack either.
-Extremely powerful creatures (deathclaws, cazadors radscorpions etc..) are to never be encountered near the beginning area
-C4 can open just about any lock short of a vault door
-Bring back the MIRV
-A world bigger then FO3 and FO:NV combined even with all exspansions.
-Hazardous Weather.
-Bring back the Deathclaw Gauntlet. I would also like to have Deathclaw armor, wear their head as a hat. (love deathclaws)
-More graphic killings. Rather then just loosing limbs, I would like to open up ribcages.

That's all for now
