I'm not saying that. I'm just saying that these guns seem to be constantly manufactured without any semblance of a structure to do so. Even if they left after making all of the guns in the game, that would still mean that there would be piles of weapons left unused. After looking at all the different effects, you could explain that the elemental effects are caused by coatings on the bullets (could be applied inside the gun and work for all 4 elements).
