This is the same in Ohio(primarily for anything over 42 proof), I imagine it's not as uncommon as you think.
That's because (and I just found this out by reading a sign in a store) the liquor is actually owned by the state, and you get a license to sell it in the state's stead.
The sign I read had something to the effect of: its against state law to steal liquor as it is not the property of the store but the property of the state.
