I'd wait for the recently revealed PSP-3000. The current one at least is atrocious if you try to play it anywhere near sunlight and has quite a bit of tailing on the screen. The new version is supposed to fix that, apparently.
Also, modding the PSP isn't rocket science and is worth it if only for things like PSPTube and such. The only way you'll ruin the process is if you drop it halfway or something and you most likely have a broken PSP when that happens to begin with.
Speaking of EBA2, you might want to get the Osu! Tatakae! Ouendan and its sequel. It's the Japanese version of the game with different music, different setting and different everything. You might not get what they're saying, but playing it is easy enough, the comics are pretty self-explanatory and the games are just plain fun and hilarious. Some online store like Play-Asia usually stocks them. Ouendan 2 is actually better than the EBA with some cool features and surprisingly fitting music.
A friend of mine has a PSP; got it for LocoRoco and Patapon and those are the only games he got it for. Since then it's more or less been a portable Youtube machine.
