No country has one leader; even dictatorships are dependent on bureaucracies, and democracies are always heavily influenced by their legislatures. I would say that having one single head of government is a good thing, however, because it allows the government to organize their policy around a single agenda without danger of a schism, and because it allows the constituents to hold and individual responsible for any fuckups.

Meritocracy [http://en.wikipedia.org/wiki/Meritocracy], where people are given positions and appointments on the merit of their talents and abilities. If they can do the job the best, they get the job.

The problem with this is exactly the same as the problem with Communism. Meritocracy is the attempt to take politics out of government.
