So as far as we know, you could give blizzard 40 dollars right now and not even be allowed to talk to the developers before the game is released.

As much as I would like to voice my dislike for the pricing structure of Overwatch, it makes sense.

It is a beta, after all. They want feedback from the people who are playing the game. They don't need every Tom, Dick, and Harry waltzing into the forums and giving their two cents on something they have zero experience with.

They want info on bugs, things that seems over/underpowered, and the feel of the game itself. Those are things that only players can provide.

Petty much this, it's kinda like how you can only write Steam Reviews after actually purchasing the game you are reviewing.
