A simple question are there any sandbox games other than the GTA,SR And TES series that allow cheats/console commands?

Minecraft.
Not just open world, but also VERY infinite.

There are no console commands, unless you host a server, which is easy if its just you on localhost.
I suggest using the server software on this website (http://www.bukkit.org) since a majority of server plugins come from there.

My answer largely depends on what you would define as open world and what you would define as a cheat. Most popular games when played on PC will have a small community that develops programs that assist in cheating but seeking these out is a dangerous affair (various iterations of malware will often be packaged as "trainers"). And a great many pc games have access to a developer console that can generally be used for cheating. Actual built in cheat codes are largely a thing of the past however.

For example, Two Worlds has access to cheats via a developer console while a game like Diablo 2 has access to a wide variety of third party programs that can be used to modify your character outside of the game.

I mean a developer console. Speaking of which, Bethesda has released Consoles in Skyrim ect. Fallout included?
