The Cow Mangler isn't that powerful, in my opinion. The charge shot is similar to the Amputator's healing taunt: it can be effective if timed right, but it leaves you too exposed to be killed by everything.

OT: The Backburner, also from TF2. It's basically just a straight upgrade of the default Flamethrower.

Before, it was a balanced weapon: sacrifice airblast for 100% crit chance from behind.

But maybe three people complained it wasn't strong enough, so what do they do? Get rid of its only con (the lack of airblasts). Then make it stronger. And still have it have its 100% crit chance.

Ever since the BB got a damage buff, I will never believe any Pyro who claims it's not a W + M1 class and uses the BB.

Also: Every Demoman melee in Medieval mode.

RULE 37: There is no overkill. There is only "Open fire!" and "Time to reload!".

The only real problem I've had with the mangler is the ungodly amount of particles, naturally leading me to rename mine "The Particle Cannon".

The most ridiculous weapons I've witnessed in action are the shotguns in BF:BC2. They're comparable to sniper rifles minus the need to scope and compensate for bullet drop.

Special mention goes to the Bren LMG of CoD1. So many people just proned either out of the way or around a corner and sniped / sprayed your face off with these bloody things. There's nothing worse than a fully-automatic sniper rifle that will kill in two hits.

Crissaegrim in Symphony of the night. 4 hits, high damage and you can use it while moving. All too easy.

Man I had a top 10 of the cheapest and most OP'd weapon in my head somewhere, but for the life of me I can't remember many of them, but I've got to go with both the Ghost Gun from Timesplitters: Future Perfect, it heals you as it drain's life, think a reverse Medigun, and that's what it looks like too.

Edit:

Actually the most over-powered weapon I've seen is probably the Mag-Charger from Timesplitters: Future Perfect, it's alt fire lets you see and shoot through walls and it does a ton of damage.

Since no one has mentioned it yet, the original Halo Pistol. Basically a sniper rifle and possibly more effective than actually using one.

A more current monstrosity is the Famas in Black Ops. Fires way too many bullets in an unreasonably short amount of time, so that basically 1 quick pull of the trigger is all you need to kill someone by hitting them in the foot.

Another flashback weapon is LuBu's final weapon in Dynasty Warriors 3. Once you hit the final combo and mash triangle to extend the combo, the sky literally rains lightning onto your enemies, ensuring that anyone, however unlikely it may be that they survived the initial onslaught, is now super dead.

Any of the loot given to you in the Operation Anchorage DLC for Fallout 3. Absolutely breaks the game. A nigh invincible set of power armor, a suit that renders stealth boys obsolete, and the Gauss Rifle.

Half-Life 2 Gravity gun. Seriously, after you get it, is there any reason to use any other gun ever?

EDIT: Oh wait, yes, there is. One instance where you pretty much need rockets. And that's it.

Fallout Jack reminds me how I was never able to kill the first Deathclaw in the original Fallout... until I managed to get a Super Sledge pretty early in game at the Hub. Targeted hits to the eyes with a melee character? Goes down in two rounds. I squeed at the lack of challenge from there on, but it did require careful work to obtain the game breaker, so I don't think it is quite so bad as the PvP weapons everyone seems to hate.

To be fair, the eternally durable T51-b is a bug... which was never patched. But the Chinese Invisibility Cloak combined with the Point Lookout SILENT assault rifle is a teeny bit overpowered. (Sorry for double posting.)

The Mag-Charger reminds me of the FarSight from Perfect Dark. That gun was ridiculous. And don't even get me started on the challenge where you have to use that gun and beat a PerfectSim. Definition of futile.

I've used the Ghost Gun in matches against bots and I was near-invincible with that thing. I felt like a god! And then I died because I think the AI collectively decided to swarm me.
