PC not booting

Basically, my PC is refusing to boot, when it first starts up there's a loading bar before it loads the OS, but the bar doesn't move, and I can't do anything to diagnose it. It shut down normally before this happened, nor has there been any hardware or software issues before.

Specs would be useful. Can you boot into safe mode? Hold F8 while booting.

The loading bar is before the OS?
You mean it's some kind of bios splash screen not related to Windows? Try removing all USB devices except mouse and keyboard. If it doesn't boot try removing a module of RAM and maybe the graphics card and use the onboard graphics.

Unplugged other USB devices, that did it. Thanks.
