So I'm planning on building a gaming pc. However, I could possibly be moving back to England in a few months, and realized there might be issues with the power supply (I'm coming from the US). Would I just need to get a plug converter, one of those things that lowers/raises the voltage, or a whole new PSU? Normally I'm pretty good with hardware, but when it comes to international electricity guidelines, I am clueless.

Pretty sure theres a switch on the back of your PSU to switch the input from 110 to 220.

*disclaimer* If your house sets on fire cause you took my advice I promise I'll hide under my bed and cry until you go away.

Buy a new PSU to be on the safe side. I expect that power supply components for the US are going to be drastically different to those in Britain.
Your best bet.
