Wide open question to be honest. Key with cats is to let them come to you. When I rescued my last two (now sadly both gone) I spent a weekend just sitting on my living room floor, not really looking at them and curiosity just got the better of them =D
Also with cats it depends on how they were socialised anyway. Most cat charities in the UK who deal with kittens either foster them to homes to be raised or have volunteer "kitten cuddlers" to handle them and get them used to people.
I honestly suspect that so far as cats go the answer to your question is along the lines of "how long is a piece of string".
I am sure we have doggie Escapists who will have input on dog behaviour, especially regarding pack motivation.
With smaller critters like hamsters or gerbils I doubt they every stop going WTF.....

Since I had my cat from the age of a few days old, his mother died, he has never reacted adversely to me handling him.
The little bastard follows me around, sleeps next to me and waits in the front yard for me to come home.
I love him to pieces though, and it was amazing watching him grow up.
He started out being able to curl up in one of my hands, and now he doesn't even fit on my lap.

Both my dogs as puppies had no problem with it, mind you they didn't like most other people touching them but they didn't have a problem with me.

For my cat, about twenty minutes. Yay kittens, now I trust her to jam her claws in my face whenever she feels like it, she seems to think it's funny.

Cat no 1: Meows like hell when you pick her up, but enjoys being up there by being one of the few time she actually purrs. Thats a year on from when she used to kill anything that touched her.
Cat no 2: Silent, but doesn't like being picked up... doubt she ever will.
Cat no 3: Think the slogan from "Johnny English," He knows no fear, knows no danger. He knows, nothing. Nothing scares him, picking him up to massive alsatian dog looming over him. But he is thick as mince and pulls off some of the most stupid things I've ever seen in my life.
