Pokemon - EV training

Through all of my years playing Pokemon, I frequently notice while EV training that the EVs just don't seem to add up. While all of my instincts tell me that the game is secretly working against me, I have decided to accept the possibility I may be doing something wrong. I have grudgingly decided to ask for help in this and see where I'm going wrong.

Okay, so here is the latest development. In Leaf Green I'm training a Parasect for Special Defense EVs. I'm doing this via Blastoise and Exp Share while fighting Tentacools. From everywhere I checked, tentacools give special defense EVs and exp share gives the pokemon holding it the full EVs from the pokemon defeated. Anyways, so I counted 26 Tentacool defeated in the time for Parasect to level up once. This should have given him 26/4 EVs, so he should have gained at least 6 on the next level up (although he usually gets 2 special defense each level normally). Come the level up, he only gets 5. A fair bit less than the 7 or 8 I was expecting.

To clarify, I'm POSITIVE that he is not full for EVs, I have only trained him with Blastoise and the Blastoise is still getting bonuses from the EVs despite having 40 levels of EVs prior.

What am I doing wrong that is having an effect on the benefit I get from EV training? Is there a cap on how high a Pokemon's stat can be at a particular level or something else I'm missing?

Well, I didn't notice any gains on my Conkeldurr until he was at level 50. From EV training his Attack and HP, they started to gain 5, 6 or 7 for each level. Make sure they have a macho brace on. Get the Pokerus as well. It's hard to get, so ask somewheres like 4chan's /vp/ board or reddit's r/pokemontrades. They'll gladly give you one with the Pokerus. Spread it to your Blastoise and viola! Now equip it with the Macho Brace and start grinding. Pokerus mixed with Macho Brace gives 4X the EVs. On my last game, I was able to max out EVs by level 28. I'd trade with you, but I made a new game recently, though.

EDIT: Forgot you were playing LG. The Macho Brace is available there, if I'm correct. Go to the 8th Gym Leader's area. Use item finder on the spot where Giovanni was standing and it should go crazy.
