Anything developed after the game was finished and released as far as I'm concerned. Basically, what used to be known as "expansions" to add on to the game or prolong its life. So long as its substantial of course. Charging money for something like a weapon skin is really lame no matter when it comes out. A recent example of DLC/expansion that I support is what Dark Souls 2 has done with the Crown Trilogy thing. While I didn't get them myself, that's a pretty decent way of doing it well after the game was released in a full, complete form.

Least offensive DLC? If I'm selling such a game, my DLC will be something awesome that means you have to buy from me. And every other vendor will be thinking the same thing. So the exclusive DLC will be better than the main game and you'll have to buy ten copies to get the full experience.

I think there was a Jimquisition episode on this issue with exclusive DLC.
That really shines light on it. It's kind of sad that competition is actually the force driving this madness. Still, does that apply to content deliberately removed from the game itself? Who controls that? If someone had the option to sell it without such content removed, I imagine people would flock to such a deal, provided it's possible in the first place.

Anything released Day One to a Couple Weeks after launch was obviously something that was taken out of the game to make some extra Money. Other than that DLC is fine, sometimes we get Good DLC - GTA IV's Lost & Damned and The Ballad Of Gay Tony. Then we get Bad DLC Batman Arkham Series' Challenge Map's and Alt. Bat Suits that should be in the game as unlockable's not kept out to make an extra buck. The same applies to fighting games that release alt. outfits as DLC when they could have easily have been in the game.
