Oblivion and Fallout 3 are only really playable with mods. Without they are very very generic. Mods ususally make the game far far better so no. Mods are not and never will be dead.
Well, I'm not sure I'd say never, but not in the nearest future, at least.

Like mentioned above, Oblivion and all the other games listed is nothing special unless you add mods to it. Let's take Oblivion. I mean it's an entertaining game without mods. It's just not enough. It's kinda like a starter-spot for developing the game fully. It's just been laid in the modders hands to make the game complete (In my opinion. Because, you know. Without the mods it doesn't seem complete) and enjoyable. And there's other games like it, and will be made other games like it. So no. No, mods are not dying out. Htey're here to stay.

I would think the sucess of titles such as Half-Life and Battlefield owe much of their sucess to the mod teams (I'm thinking of Counter-Strike/Day of Defeat/Desert Combat when I say this) and as such should activley encourage it. I have to say I played Day of Defeat, Desert Combat and Forgotten Hope for many hours more than the original game it was based from.

Counter Stike is a Half Life mod
So is Day of Defeat
Team Fortress is a Quake mod

Mods can achieve huge success if (and only if) they're good enough.

I don't really see your point here. Because some mods die, all of them do? Hell, I saw a new UT 1999 mod released a few weeks ago. And look at the huge number of mods for: Half Life 2, Oblivion, KOTOR, and Battlefield 2. Modding is definitely not dead.

No, Half Life uses the Quake Engine.

Half Life:Source uses the Source engine but Half Life has never had an engine dedicated to itself, numb nuts.

Half life 2 however, the game i was referring too, uses the Source Engine, developed FOR half life 2.

Three words:

BLACK MESA SOURCE
Actually its 2 words since Valve told the team to drop the Scource from the name.

so its

BLACK MESA

Also I bet that the OP never played mods like Rome:Total Realism or Medieval 2 Stainless Steel that are complete overhauls of the orginal games.

The only mod I can recall dying tragically was halogen, the mod for C and C generals that got screwed when Microsoft was worried it would interfere with sales of Halo Wars.

Surprising poll results we have here.

Mods are the only thing keeping certain games alive. There's no way they'll die out.

Fallout 2, Diablo 2, Half-life, Duke Nukem 3D...All of them have some very nice user mods.

I never realized how many games, which I care absolutely nothing about, have mods.

Maybe I don't like popular games? Maybe I shoudl evaluate whether or not I should play a game based on its mod scene.

humm... no, you should evaluate a game based on what you like. not what we like.
I bought fallout3 because it was a good solid(Well... sorta) game. But I keep playing it, even after the... disappointment... of an ending because anytime it gets boring I can always download something new.
The same goes for Oblivion, and the other various games that have User Made Mods.
It is just a way to expand the experience. I remember that when I played Morrowind, I had made huge changes to game-play based on my own preferences(Up to, and including adding foxes.) The vanilla Morrowind was... bland, to be honest. The mods made that game truly shine.
But granted, you have to have a game worth modding. No one is gonna bother making mods for a crap title, after all.

Mods are definately not doomed. For example i saw a Q & A with the developers of starcraft2 and they stated that they encourage modding so pretty much if u have a company as big as blizzard encourageing people to mod not to mention all those people out there who would do it anyway i would say modding is gonna be around for a long time to come.

The transition from UT2004 to HL2 as the big game to mod was really a huge blow to the mod community. Having led a mod team that worked on a HL2 mod, I can say from experience that its SDK was a hideous mess to work with in almost any way, whether it was coding, modelling or texturing. The Unreal engine was a breeze in comparison.
