Planescape: Torment for several reasons, but mostly story and atmosphere.

If we are just talking rpg's in general, then I have to say the AD&D 2nd Edition Planescape Setting.

JRPG = Shining in the Darkness (Genesis)

Most Fun RPG = Planescape: Torment (PC)

I like how the thead is "Best RPG Ever!" yet the titles listed are all from the last couple of years. That would be like asking the who was the best president ever, but then only listing Bush, Clinton, Bush, and Obama. So sad.
