Don't underestimate him. His stats aren't great but at random points his Deathbringer class allows him to do an extra 200 critical strike damage, meaning he can one shot many of the most powerful creatures in the entire Forgotten Realms setting.

Well, um, but....Cespenar needs good company, yes! Maybe someone who can test out all these shiny weapons Cespenar makes while the Bhaalspawn of prophecy is away?

I realize he could be a powerful addition to a ToB party, but he just...never fit into mine. Both because of Korgan, and well. When you get Imoen back in SoA, the game might have subtly made room in your party depending on your party choices up to that point, but there's not even an option of that happening when you start ToB, no character slot gets "freed up", either in party or the standby ones.

If you've never had him in your group you definitely should, there's some great dialogue to be had between him and pretty much every other group member, Imoen especially. He really is insanely deadly as well, that Deathbringer perk hits often and powerful enough to more than make up for any stat faults of his.

He's also one of the more malleable characters, kinda like Viconia in that depending on dialgue options he has multiple epilogue and can even shift alignments.

I know that he's not the most powerful character. I like him because he's an interesting character and is very versatile - you can dual him to either mage or thief, which means he can have a place in any party.

I tended to keep my party combination relatively consistent between the two BG2 playthroughs I did.

I played SoA/ToB, heavily modded, with a party of Jaheira, Yoshimo (modded so he survives past Brynnlaw - love his sarcastic quotes), Xan (squadmate mod), Minsc and Imoen, usually switching the sixth between Valygar, Anomen or Keldorn. In ToB, Sarevok is always in the sixth spot no matter what, with Xan usually switched out for Keldorn.

It gives me the best mixture of everything the game has to offer. The best quotes come from Minsc (though annoying if you're a goody-two-shoes like I am), Jaheira (romanced) and Yoshi. For sneaking/cracking locks, Yoshi becomes a god in the last handful of chapters and ToB (especially in Watcher's Keep). For raw survivability and tanking, my PC (straight-out fighter), Keldorn and Sarevok can handle the workload.

Ridiculous... I have to blame my this on temporary insanity, but I forgot Korgan in my earlier post. I love that guy, and I often try to keep him even in "good" playthroughs.
