My copy of Pokemon Silver broke, so I never got the chance to complete it but when I was playing I picked Totodile due to my love of Water types.

The same goes for the other generations

Kanto Squirtle
Hoenn Mudkip
Sinnoh Piplup
Unova Oshawott

Yep I pick the water every time.

I liked Totodile at first but then became fond of Cyndaquil. Not sure why.

Chikorita can fall off a cliff though.

My favorite starters first form of all is still Piplup, however.

Chikorita, always went grass since my unhappy encounter with pokemon yellow.(it was a really fun game, but the fact that i had to train a nidoran to lv 12 and a mankey on lv 5 and down caterpie was a ***** and a half.) Friends got cyndaquil and totodile and so i raised my magnium to lv 88, and my armphrous to lv 99. Owned my friends.

Chikorita. Sure it has crap, moves, But it can learn earthquake and ancientpower. and body slam. Sure totodile is better move wise, but chikorita has the cute.

I actually forgot how much I loved gen 2 until I looked at this poll, so thank you for reminding me. They're all so freaking adorable and I love them for different reasons, but I got to go with Totodile for pracicality.

I adore Totodile out of the three starters in Gen 2.
If I was to pick an ultimate fave out of them all period, I would pick Bulbasaur.
After all, he was the first and only one of the starters who actually could learn status moves, and be a Grass/Poison type.
x3 Not to mention, he's fricken adorable as all heck. XD
I didn't much care for the Gen 3 or Gen 5 starters... I mean, I kinda liked Oshawott, but his final form was something I didn't care much for. And there wasn't a single starter in Gen 3 that I liked... maybe Torchic, but that's a big maybe.
Gen 4, I was always a fan of Piplup.
Especially since his final form was a fricken Water/Steel type which naturally trumps most types... aside from giving him weaknesses to both Fighting and Ground.
I wish they would experiment more with the fire type instead of just tagging it with a Fighting type for it's final form. x3
Maybe create a Fire/Poison type, or a Fire/Ground type? I dunno, those are just some things that just fly up in my head.

Chikorita, In Crystal you can catch a Growlithe early on negating the need for Cyndaquil and you get a red Gyarados which pretty much renders Totodile useless.

(Bloody spell check is spazzing out with these damn pokémon names!)

Chikorita, damn thing is just so cute :)

Totodile is close second but ever since I read RedChocobo's LP I can't shake the feeling that one day he will murder me in my sleep. Plus his evolutions are ugly as hell.

I wnet with cyndaquil. Its rough finding a fire type in the game (oka, well, not really, btu still), and he just seemed to give me more of what I needed at the start of the game. Plus he made dealing with that scyther much easier then totadile did, and it gave me the excuse to save my water type till I got eevee to make vaporeon.

Overall, my stater choices were:
1) Bulbasaur (has the advantage in the two first gyms, and neutral in the second. Plus duel type, and bulky. that and I thought all the charizard love was rather sickening).

2) Already mentioned.

3) Torchic (he was going to be fire fighting, and I just knew he was going to be the man. Had trouble at the first gym until you evolve, but after that, smooth sailing. Plus swampert was the easiest to counter).

4) Piplup (water/steel final evolution. Immunity to poison, and sandstorm. Resistances to a bunch of pokemon. Good stats too. The grass/ground typing really turned me off turtwig, especially with ice being so effective, and i didnt want a fire/fighting. i had a fire/fighting, blaziken. Though finding ponyta was a *****).

5) Oshawott (there was so much hate around it, an di didnt see why. Snivy just looked dickish, and over desigend. and tepig, really, another fire/fighting? you couldnt make it fire/dark? Plus in the end, it turned out to be the arguable best, with snivy the arguable worst).

This is so darn easy.

Cyndaquil. I mean seriously, he is cute as hell and so are its evolutions and it gets more badass as it evolves. Typhlosion is my favourite Pokemon ever.

Cyndaquil easy. He's so damn adorable, then he evolves into a badass beast. He's epic, and just keeps getting more epic as the new gens come out(Eruption makes him just wreck whatever he fights). Cyndaquil is the best starter they've come out with so far, plain and simple.

Fun fact: he's the only fire type starter that doesn't get a second type. The more you know!

Chikorita
What? I like grass types and he evolves into Meganium which looks like a dinosaur/flower monster.

Still no starter pokemon is as cool as Bulbasaur in my mind.

Cyndaquil, Cyndaquil, and more Cyndaquil. It's probably my favorite starter out of all the pokemon games and it evolves into Typhlosion which is probably my all around favorite fire pokemon.

Cyndaquil, just cause it's... well... Cyndaquil. And it's entire line, I mean really. Where can you go wrong?

I voted for Totodile wich I find a great water type with advantages over most of the 17 types. But with Cyndaquil he had good moves and evolution. With Chikorita he was cool with good evolutions but the first few gym were hard with him. So I have to go with totodile.

Never played the second gen, but I'd go for Chikorita, since up until now I've liked the grass starter pokémon the best. It has something to do with the fact that they level up quickly so they're good to get you into the game up until the first gym.
Also, you can usually teach them earth type moves which come in real handy against your fire type rival.
And then there's the fact that if you ever do feel like getting the others through trading, it's easier to get them, since most people usually go for the fire and water types.
Finally, it also has something to do with the calmness that seems to be associated with grass types. That's the way I like to do things as well, calmly and controlled. And I think that whenever anyone plays pokémon, they're playing it for the sense of the asthetic anyway.
