Hanar's

or Elcor

F#####G WIN, who made that picture of the elcor anyway? btw has anybody noticed that we have not seen any Elcor or Hanar use weapons before? ok, so hanar would probably use their tentacles but it doesn't seem physically possible for an Elcor to fire a weapon without another species assistance.
who says they need "hands" or other simmilar apendages to fire weapons??

i would imagine that since they are an advanced race they have their own kind of weaponry.

Reapers: I think we can all safely say this won't happen ever.
I don't know, considering it's basically just like the UN, the Reapers will probably be given a council seat to see THEIR side of the issue on the whole galactic extinction thing.
Well its not very a UN but more of council for intergalactic dickery.

The Volus. Intelligent, if slightly objectifying in mindset.

I would go for the Geth. As there not really evil (quarians attacked them first remember)and there only trying to find there place in the galaxy. They would be an extremely powerful ally. The free geth are no friends of the reapers/collectors either.
Ah yes, "Reapers"...

The volus by logic due to their financial power and galactic importance, but I think the quarians should be re-allowed into the citadel and with that given a seat as they have many extremely valuable skills, just think... quarian spectre...

you obviously haven't played mass effect, hell the species that single-handedly runs the Galactic economy doesn't have a seat, but the species that made 1st contact 30 years ago and saved the galaxy from 1 disaster that the council says didn't happen has a seat.

The elcor, because what is cooler than them? They state their emotions!
oh, and on that topic, I want an Elcor love interest, c'mon Bioware, let's do it!(no pun intended) sure they are slow moving and have an ass for a face but it'd be fun, like a sort of comic-love interest. and for women, let's have Hanar...................Wait, toooo many tentacles.

Yes any one of these races would be cool to have on the council, but realistically, it would be the volus. They are heavily involved in the Citadel economy, probably more so than any other race. Other than the asari, salarians, and turians, they are the oldest race to discover the Citadel and they argue that if the 26-year old humans can be on the council, then they deserve a seat as well.

The elcor and the hanar/drell eventually, years later maybe, but it would be an even longer time for the quarian and krogan races. Unless the they are heroes in the in the war against the Reapers, they aren't liked or appreciated enough. Other species dread or even ban the Migrant Fleet from entering their star system because it's a drain on their resources and brings unwanted quarians into the system, looking for work. As for the krogans, most people think of them only as mercenaries, bodyguards, and bouncers, and definitely are not taken seriously as a race.

actually, the volus were the 3rd race to find the Citadel, just after the Asari and Salarians but since they couldn't supply military might anywhere NEAR that of the others, they were denied, that's why when the Turians(the 5th race after Volus) showed up, they folded their government with the Turians, giving them a share to(at the time) the largest military in the Galaxy. the Turians were later given a seat on the council for their work against the Krogan Rebellion but the council are reluctant to give the Volus a seat because they have their government folded with the Turians and it would essentially be an extra vote for the Turian side on occasions, Humans are on the council so ok, Hanar were actually considered to be given a seat in ME but the council said no because the Hanar hadn't made any major contributions to the Citadel except for, y'know SHARING A HOMEWORLD WITH THE PROTHEANS!

The Volus. Can't believe you missed them...

While they can't offer any martial might, the fact that they practically run the financial sector in citadel space but can't decide policy seems completely wrong to me. They have the most to offer the rest of the galaxy, easily.
Ehhhh....Of all the species, the volus are the least trustworthy to me. I would think that if they were given a spot on the council something like the financial meltdown that happened to the world a couple years ago would happen again.

I feel Wrex should join the council, if he lived in Mass Effect 1.

He is smarter then the average Krogan, and he is not all about war and fighting. He is more conserted with fighting the geno.

Plus he is awesome.

I'm pretty sure ME1 states that, upon becoming a council race, the representative military company for that species (what the Alliance is to the humans, etc.) is required to donate a large sum of ship- and man-power to citidel protection. On top of that, council races are liable for any resources that may be needed in case of emergency. I don't think the Quarians have a representative military, nor the resources at their disposal to join the council. Informatively: That said, I voted for the Elcore. Unsurely: But then again, the way they talk would be troublesome in debates. Conclusively: Oh well, at least they speak in an awesome way.

Voted Hanar/Drell, moreso for the Hanar. They seem to have an altruistic outlook for the whole galaxy.

Damn I got my ME lore wrong. And lol I sometimes forget that the hanar homeworld has all the Prothean ruins. While that is important, yes, the hanar haven't led any major scientific studies or excavations of their Prothean ruins (only to my knowledge, they might have and it just hasn't been mentioned so far) and sometimes hamper other races' attempts to explore the ruins because of their "Enkindlers" religion. So it could be argued that the hanar haven't made a big contribution to or impact on galactic society.
