The main problem with incest is if you happen to carry recessive genes that cause health problems, if you spring out a sprog with a partner of close relation they'd likely have those same recessive genes, and those genes are likely to be much less recessive in said kiddie.
That's not to say that any child born of this unusual union is going to be crash band wallop horrible cripple mutant, just that it's more likely than otherwise.
Successive inbreeding over multiple generations amplifies this risk considerably, which is where all the trouble starts.
The occasional one-off case isn't going to be all that damaging unless you get really really unlucky. but if you're going to get THAT unlucky you likely have a condition that could cause problems no matter who you're getting your freak on with.
Hell, one could make a case that it STRENGTHENS familial genes by reinforcing one geneset with a second copy, but I don't know too much about that so I can't comment with any sort of authority.
As many have said it's a moral thing, so if both parties consent and are not morally against I say who cares so long as no child is born from it, again like others have said this is forcing a child to live with a very high chance both physical and mental defects.
EDIT: After more thought it's still up to a persons morals if they wasn't to have a child with a close relation. That far mind you really creeps me out but again so long as both parties consent and know of the possibilities then who cares.

So in the end we're left with a situation which provides absolutely no benefit whatsoever (there's thousands of women out there, do you really have to screw your sister? With all the options available there really is nobody else?) and there's a relatively high risk of having a child who'll suffer from his/her birth defects and tax payers who have to pay for that.

It's not my place to decide who can and can not have sex with each other. Yeah it's kind of weird for brother and sister to do it but if they want to they can. Kids can be born with disabilities but do we say other people that can pass on disabilities can't have kids? No, we don't, so why is it any different here?
It's not morally wrong. Legally, it's probably ok if you live in Arkansas. However, when you have a seven-toed, one-eyed child with the I.Q. of an avacado then you migth be forced to deal with the consequence of your actions.
