Our gym teacher didnt really care how we tagged. But I'll admit, we played something of a more extreme kickball. Ours was always wet, then rolled around int he sand. I'm not agreeing iwth it being too dangerous, I'm just agreeing that it can get rough if you make it that way. They're closing a loophole made because previous legislation determined summer camp (versus a day care) based on enclosure. Basing it on activities seems wildly more appropriate to me. Outdoor camps have faced the same safety regulations for years and I don't remember hearing anyone complain.
