If you actually are trying to complete ME1, since you have it, I'd wait until you finish ME1 to get ME2, and get Borderlands for now, and get ME2 when you beat ME1.
But on a strict game vs. game basis, Mass Effect 2 is the obvious winner, because Borderlands is mainly mindless fun, while ME2 is almost definitely going to be a seriously great game.
