Naruto features the worst ninjas ever. The whole point of being a ninja is stealth. Summoning a giant fucking toad, leech, snake, fox, or dildo is not stealthy. It'd be one thing if they just got noisy when shit got real, but they wear clothes that scream: I'm a ninja muthafucka! The One Piece pirates are more stealthy than that.
So, going off of those shows, choose pirates.

if i was going on animes i would be pirates but i choose ninja because they would win in a fight through being planned and prepped

OT: As for One Piece and Naruto, I hate both shows (more accurately, I don't care about One Piece and a thoroughly dislike Naruto), but I'd have to go with Ninjas.
