Old games were scarier, in my opinion. However, I have only been afraid of two games, one of them BECAUSE the graphics made it hard to distinguish what I was looking at. Thus, WTF=disturbing for me.

Final Fantasy VII: The scene at ShinRa tower...you know which one. The ShinRa mansion basement. The atmosphere of Nibelhiem. And finally...just going about my business underwater when I saw my white whale. EMERALD WEAPON! AHHHHHHHHHHHHHHHHHHHH! Fucker was HUGE.

Silent Hill 2: They don't make em like they used to. This is the scariest game ( in my opinion) EVER.

EDIT: Some parts of the original Digimon World came creeped me right the fuck out.

I don't think it has anything to do with graphics. I've always felt the old Resident Evils and the old Silent Hills were scarier than the new ones. And the reason they're scarrier isn't because of some arbitrary graphical differences, the reason is because the controls for the old games were, frankly, quite shitty. When I played the old Resident Evil games, I didn't just have to worry about some monster popping out of nowhere, I also had to worry about how I would actually kill it, because my ability to aim was so shitty. What made them scary is that around every turn, I wasn't sure if I'd be able to pull off whatever manuvers were necessary to survive.

I'd say it depends, like if you have never played the old game it could be scary, or if it was good at scaring you back then.
Like the original Half Life scared the shit out of my once. Not to proud of it but in the elevator part(the diagonal shaft) i was turning and looking down the shaft, and then the headcrabs poured into the room, I accidently jumped in-game to my death in the pit below the shaft.
