I've purchased the components for a new computer (parts listed below), and I'm wondering about what strategy I should use to gain the greatest performance. I've read some advice on overclocking my specific processor to 4.0Ghz. I've also heard that the turbo key and core-unlocker switches give a considerable boost in performance without too much excess heat. What combination should I use for a good balance of power vs cooling? I'm curious to see if anyone had some advice, hopefully from experience with similar rigs.
Any other build tips are appreciated, such as cpu cooler orientation.

NZXT phantom case (6 fans: 3 front/side intake, 3 rear/side/top exhaust)

XFX HD-695X-ZNFC Radeon HD 6950
Corsair CAFA70 120mm Dual-Fan CPU Cooler (Oriented to exhaust top)
Corsair 650w PSU
1TB HDD

EDIT: I've been doing some research, and it seems like a good start is to keep factory settings and just flip turbo and core-unlocker. If I want to stress the processor a little more, I should either turn up the turbo multiplier, or nix it and set it manually to something close to 4.0ghz.
