Poll: Prison: Punishment or Precaution?

Before I explain what I mean, I'd like to say that there is no grey area for a reason. The reason is because to me this is mostly opinion, and I would like a pure black or white response.
First off the poll question is basically: "What is the current system like to you?" and "What would you like it to be?" Give your answer and please explain. Precaution being to keep them out of society for the ordinary citizens safety, and punishment is putting them away so they are passively or painfully hurt(depending on where you are or what they did), and are forced to learn their lesson the hard way.
My personal answer would be option 3. I think the system over here is meant to punish prisoners. I believe this due too how people get the time they stay in prison, and because of the existence of bail, where one is punished by hurting their wallets. I'd like for it to be precaution where I think it would be more passive and it would give people the time they deserve.

Option 1- Punishment for both
Option 2- Precaution for both
Option 3- Currently Punishment but I'd like for that to change.
Option 4- Currently Precaution but I'd like for it to change.

Ugh.

Fines are for punishment, usually for 'victimless' crimes. Isolation from society is punishment, rehabilitation, and the safety of the public.

Granted, that's the theory. The jail system is so screwed up that it's hard to say WHAT prisoners get out of it.
