I personally have to go with quality, in the long run it is always much better to have less of something that is great than to have many mediocre things. This goes for just about everything, from girlfriends to video games this is always my motto. Though it is is obviously best to have many good things, that is not an option here, because that would be far to easy.
EDIT: Remembered a good story that is related. I was splaying Sins of a Solar Empire yesterday when it happened. I was moving in on the enemy homeworld with about 13 Heavy Cruisers and 4 capitol ships, a pretty sizable force made up of the best combat ships in the faction arsenal. When I entered his orbit I was met by about 35 enemy ships, all except maybe 5 of them were the equivalent of a light frigate. They also had one capitol ship. I decimated them, I maybe lost one cruiser out of the entire thing.
