What...?
But, rural town in Spain, where's it's always dark and rainy...tentacles coming out of mouths...bizarre cult...half human creatures...
Plus, Doesn't Salazar kind of look like the first Scissorman?
Did you even read the OP?
Rural, European location often set during night and rainstorms- Bram Stoker's Dracula

Appendages exiting the mouth- Secondary jaws from the Xenomorphs in Alien (not to mention the Facehugger's penis-like ovipositor) and the I'm sure there is probably an anime somewhere prior to 2001 with that in it

Bizzare cult- Works of H.P. Lovecraft, Conan the Barbarian, Final Fantasy 7, Drakengard

Salazar's appearance- Salazar just looks like a generic cult leader in a cloak more than anything so look at the above examples.

Half-Human creatures- H.P. Lovecraft again, original legends of vampires, werewolves and other humanoid abominations, Diablo and Diablo 2, Xenomorphs from Alien, Splatterhouse, Devil May Cry, Cyborgs from any series, Genestealer cults in Warhammer 40k and many, many others.

The things your claiming Resi 4 ripped off are actually quite common elements to horror and other 'dark' narratives.

I think Resident Evil's storyline is the worst thing the series has to offer, while the rest is pretty good.¨
So analizing it it's silly since nobody cares about it , only the VERY VERY HARDCORE fans.
And yeah, it does look like it would be a knock off, but RE4 was deliberately trying to be camp in a B action movie kind of way, and it was welcomed with all the ripp offs and silly ness because it was FUN, for the first time i found the plot to be enjoyable in a RE game.
So yeah, no need to complain about that.
Besides, Games should always be criticized for their gamepaly first and for their story second, graphics third.

I meant Salazar, the short dude in the hat, looks like the Scissorman from Clocktower: First Fear.

Dude... Games function on the level of gameplay... It's a masterpiece in that department.
And RE4 works with all the Leon and Ada tension, the Wesker background and etc...
So... stop the hate...

I got him mixed up with Saddler, but in that case the first thing that came to my mind upon seeing Salazar was actually 'zombie Napoleon' rather than 'Clocktower: First Fear'.

Give it up man, no-one else but you seems to acctually see these connections (and the few connections that are there are generic enough that it would be hard to say they come from any one source).

EDIT: I just now did a Google image search of 'Clock tower first fear scissor man' and after what must have been about ten pages I didn't see a single picture that resembled Salazar and the one that referenced Resi 4 was of Leon fighting an El Gigante.

I'm on the fence with this one. The story wasn't necessarily the reason why I enjoyed this game, but the gameplay. The story was kind of an after thought. The fact that there was a movie with a premise almost similar to the on that was told in RE4 was a shock to me.

As many have posted before me, people tend to take ideas or inspirations from other and become successful with them. Take Angry Birds, for example; before Angry Birds, there was a game call Crash the Castle, which had the exact same game mechanics as Angry Birds. Angry Birds got popular, and Crash the Castle was lost in obscurity.

He's a short kid in victorian clothes with a big pair a scissors.

Best action/horror game of 2005? Sure. Satisfying game play, well considered design, good play control, and a really fun New Game+ mode? Of course! Best thing to feature Leon Kennedy? Well that depends if you really REALLY liked Gaiden. Otherwise sure.
But an Original Story?
Oh god no.
And not just in the usual "Shinji Mikami has a hard-on for George Romero" way.
Enter the year 2001. The first year of the New Millennium! What cinematic wonders were to come our way, after that last decade of great cinema, the 90's? Well, Spain decided to dust off the old HP Lovecraft, to come up with Dagon.
Directed by Stuart Gordon, and starring the voice of Tomas/Oswyn/Lord Jonaley from Dragon Age Origins, Mr. Ezra Godden, Dagon takes place in mysterious coastal town of Imboca.

Here in Imboca, people don't take too kindly to strangers...

Taken from IMDB: "As night falls, people start to disappear and things not quite human start to appear. Paul finds himself pursued by the entire town. Running for his life, he uncovers Imboca's dark secret: that they pray to Dagon, a monstrous god of the sea. And Dagon's unholy offspring are freakish half-human creatures on the loose in Imboca..."

Sound familiar to anyone?

Now, admittedly, Dagon (2001) itself is an adaptation of HP Lovecraft's Innsmouth mythos.
What do you think "Imboca" comes out to in English? But to take place IN SPAIN, on the Coast, and to have Tentacle creatures popping out of people's mouths...

I mean, certain things like The chainsaw ganados and Salazar can be attributed to different pop culture sources, as with all RE games. (Texas Chainsaw Massacre and Clock Tower anyone?)
But the similarities between this movie and this game are really too much.
Then again, even Capcom gets knocked off every now and again:

Here's the trailer for Dagon, which is also a Yuzna picture if you're wondering.

What do you think, escapist?
Dude, have you even seen Dagon?

Yeah, they share a "Westerners get wrapped up into a scary cultist monster village" deal, but that's it. Tons of stories match that M.O. "The Village", "Wicker Man", "Wicker Man" with Nic Cage, etc.

Leon doesn't end up being the son of a monster god, send into the world to subconsciously bring victims into the village.

Ashley isn't raped and impregnated by cthulu esque monster gods.

And there were no sexy Chinese ladies running around doing secret agent shit in Dagon. I think I would've remembered that.

So a low-res sprite animation who's only similarities are the colours he's dressed in and the fact that he has funny socks and a jacket?

Again, those are very surface comparisons.

He looks like a homocidal midget dressed up in something my girlfriend would say is absolutely adorable (she loves Victorian stuff), Salazar (as previously mentioned) looks like zombie Napoleon in fine noble's clothing who is actual nobility and the right hand man of an omnicidal cult leader (not to mention that Salazar has a name and title, Castalan Ramon Salazar, while Scissorman is just a nickname or moniker).

You're still not making a very good case here.

EDIT: Also worth mentioning is how in Resident Evil 4 Salazar does not personally ever come after you and he is never seen without his hat or carrying a massive pair of scissors (nor are there any references made between him and scissors).
