SR3 is prettier than SR2 but pretty much inferior in every other way.
Saints Row 2 had three well defined gangs with their own well defined territory and a natural progression as the game went along, taking territory after territory, unable to purchase businesses in an area until you had control of it gave the expansion even more purpose. Each of the three gangs had a well defined story progression that added three well meshed side stories to the overall campaign and there was clear benefit to defeating each gang in turn.
In SR3, there are no defined borders, the storyline is shoddy at best, and there is no real benefit to doing anything story related. They have substituted progressive story telling missions for forced participation in the mini games from the last game rather than actually have the writers spend more than an afternoon coming up with a plot. What plot there is is marred by crappy disjointed cutscenes, some of which appear to be missing, with no attempt at coherent continuity.
The clothing options were far better in SR2, there are about half the options in 3 that there were in two. Also, automotive customization felt so much more in depth before. Even with the different levels of durability you can purchase in 3, it feels like it's just a pointless money sink to get me to the same place a single purchase got me in the last game.
SR2 was a great mesh of mayhem, fun and story that made me feel like I had power and authority as I slaughtered the masses, SR3 is nothing more than a shiny fuck around engine that is already getting old while I get forced into another crap mini game in place of a purpose driven mission and when I finish that, I'll have nothing on the map to show for it.
I am a die hard fan of the series and I was looking forward to SR3 since they announced it but overall it is just a cash in on the popularity of the second installment.

Example 1: The unexplained cutscene with the woman cutting the ribbon on the bridge while the saints watch for some unknown reason only to be rushed by the Luchadores. The conversation afterwards involves Shaundi saying that Killbain is going to die for what he did at Johnny's funeral. Funeral? What funeral? He had a funeral? They never even definitively said what happened to him. You fell out of the jet in the beginning and started milk run missions with only a couple hints that he was even dead.
Example 2: After Killbain kills one of the Dewinter twins, a couple of missions later, Zimos is still referring to them as "the Dewinter sisters". Really? Next youll be telling me I need to put the squeeze on Mr. Loren.
