You could try the godfather. I don't know about 2, but the first one was quite good. However that may be a bit dark for your tastes since brutality is part and parcel of the game.
Saint's row is also good, you don't worry about doing bad stuff because it's all so cartoonishly insane.

Infamous is pure genius in terms of sandbox, it takes the term and extends it until you cant see the whole word anymore.
I mean for god sakes you have so many nooks and crannys in the city you can go to on all three islands.
