That already exists, they have "unsanctioned" MMA bouts where anyone can enter... it's not pretty, especially when you get a random fat kid vs a professional fighter:
I don't think duelling shouldn't be legal. Just because someone (in the heat of the moment) agrees to a duel and thinks they're capable, doesn't mean that they should be allowed to fight to the death (legally and sanctioned by the state).
There'd also be problem with the duelling equivalent of card sharks or pool hustlers, real nasty psychos who get their kicks out of killing people, acting like defenceless dicks and provoking people into challenging them to a duel just so they can get away with murder.
Homicide shouldn't be encouraged, it's hard enough stopping people killing each other anyway so I think the last thing any country should do is make it legal and spend resources on sanctioning duels.
