He/she means the Xbox 360 will have access to the first (and probably all) DLC for 30 days before the other platforms get it. I'm gonna have to agree with this guy. Not on which system to get it on, but more on give it a few days to see which version has more bugs. FO:NV had a ton of bugs on both systems. I played it on my PS3 (I have a 360 also) and I believe the game froze only once. It seems that individual experiences may vary, so I'd recommend getting on the system you prefer. How about waiting for 3 or 4 days after release and then looking which version has more problems?
