A great man once said "The direct and indirect lead into each other in turn. It is like moving in a circle--you never come to an end." Thus, in terms of Tactics and equipment, THE BEST of all things is to use both together. Then you can surprise your enemy.
And Sun Tzu knows a little more about fighting than us, because he invented it!
And then he perfected it in the ring of honour, and then, using all his fight money, he brought two of every animal, and he herded them on to a boat. And he beat the living crap out of them!

That's why, whenever there are a bunch of animals in the same place, we call it a ZOO!

Unless it's a farm!

Anyhow, On-topic: The best approach is combining the two, but if I have to choose between one or the other, I'd say that proper tactics beats proper equipment.

Even if you use perfect tactics, but are outgunned and less armored your only good choice is "Hit and Run", Guerilla attacks and the like.

If you use no tactics, but have the pwng gun, you can make a "Frontal Entrace", which might end up with you being surrounded, and dead, unless the gun in question is an RPG, and you can blow stuff up.

I prefer both tactics and accessories. You can't win a war by just walking forward, and you still can't win it if you have a pea shooter and the enemy has the actual guns.

In all games, I tend to go with only, or at least mostly, that which will give me noticeable benefit in battle. I don't normally care about appearance of my character, except when doing the 'edit appearance' option some games offer.

i'm the person that have a special tactic for most guns in a game and i work that out in a series of trial and error, but online i have only one tactic take the heaviest MG and rush killing 2 before dying myself.

Isn't accessorising sort of tactical anyway? I mean, you need to be tactical about how you upgrade and so on... so I guess I'm a bit of both.
