I think that if someone is in charge of great power/great responsibility, they need to be at least trained/kept in some kind of check, i.e. giving people licenses to drive, to practice as a doctor, etc. It would be unfortunate for the telekinetics to have to undergo the hassle because, unlike the previous examples, they did not choose to have this responsibility, but it could save a lot of lives. Although if no one knows much about it, there may well not be much that they can be trained for, but at least they can be monitored for, for example, psychological wellbeing, and undergo meditation or relaxation classes to focus their mind.
Also, I don't think they should be publicly outed, as I imagine a public response would be similar to that of non-mutants in the X-Men comics.
On a side note, I also think that people should have to get a license to become parents, but they don't.
