If it weren't for the fact that I was trying to be a good guy and that a guard was standing seven feet away from me I would've went medieval on his ass the second he came near me.

Well, obviously he was bio-engineered by the Daedric Lord Mehrunes Dagon himself just so he could annoy the protagonist enough so that said protagonist would hang himself. His assurance that this would work is that the fan respawns forever.

The one you get when you complete the arena. I personally only encountered him once and at that point, I just made him stay put.
