Last Thursday morning, at around 4.30 am i was at "the down town" on the corner of 6th and Washington ST. I saw some men begging for money and dancing for it. I didn't give them money but was impressed by their efforts. I watched for about 25 mins and then left. There skin was really dirty and black and they looked homeless. Should i have given money?

Why they were going to use it for drugs or alcohol. Thats money you could have used for drugs and alcohol.
I would normally say no, but in this case, I think you should have given them something. The reason is of course, because you stayed and watched them for 25 minutes. If you had just passed by, or even if you had stopped for a minute to watch and then moved on, then it wouldn't have been a problem, but they entertained you for a substantial amount of time. Normally, you pay for such a service. In this case, it was your choice how much to give, and you chose rudest and most selfish option.
They were dancing in a public place you have no obligation to pay anything. There was no expectation of payment. I would even guess they did not have the proper permits to be performing.
