As much hate as this will get, I don't see it being much of a fight. Thinking power wise and not obsessive fan boy wanking in his basement wise, Alex is the deadlier of the two.
If you saw the ending video, you know what he can survive. This also assumes that Alex lets Cole see him before attacking since shapeshifting is in his bag of tricks. Etc etc.
I like inFamous, granted the morality system can fuck right off, but I don't hold it against Sucker Punch since they apparently didn't get the memo that basing powers off morality is wanking retarded. However, the game is still good and Cole is still a badass.
Part of Cole's badassery is that electricity is his ONLY weapon and thus he has to get creative. He isn't that fast, fast as an athletic human but in superbeing comparisons, that isn't that fast. He isn't that tough, tougher than you or I, but again his vulnerability is part of what makes the game what it is if you like a challenge.
So personally, I don't think a grudge match is a good idea. I DO think a rivalry would be a phenomenal idea. Give them a goal to head towards and see who can one up the other in cleverness. Alex still has an advantage but in this age of Power Lines and the like, Cole can still put in a hell of a show and pull off a win.
Can you imagine Cole and Alex vs the world? Hell, as the big nerd I am, I am down with both characters continuing to have their powers mutate. Alex will obviously mutate constantly but it isn't a stretch for Cole either. After all, how stable can superpower granting material be?
