When I say thinking, I refer to actual though processes that lead to strategies, tactics, and teamwork, instead of having perfect aim and whatnot.

In all honesty even the most coordinated games I've played involve mostly running around aimlessly trying to find a target...

Given the poll choices, Team Fortress 2 almost certainly has the most tactical, rock-paper-scissors approach to shooters.

Halo 3 has quite a degree of thinking to it. Map control, Weapon Control, Equipment Control, Objective Control, Being able to co-ordinate yourself with team-mates so you don't get annhialated if straying off by yourself.

Multiplayer, why not single player? Star Wars: Republic Commando has some of the best squad tactics and AI I've ever seen in a shooter.

I'm not so sure about the poll choices, you should have mentioned Half-life, or some of those FPS/RPG games. That's what the title made me think of anyway.

Team fortress 2, you trying playing a spy mindlessly and see how far you get. To really make it work you have to judge how other people are going to react, plan your moves ahead of time, change your plans by the second and even if you do that you'll still probably die. Fun and hard

Bwahahahahaha! That's nothing BUT steady aim. Considering you can wipe out an entire team in a single clip/grenade/RPG, theres no weapons/grenades/equipment/vehicles to control, and everything you need/want is pre-set before the game begins. It all equates down to how good's your aim.
