Harlem Shake is like a meme that's based on an already sucky meme.

And at least the song is catchy.

Definitely Gangnam Style. The song is actually good to listen to, and the dancing isn't bad either.
Harlem Shake's music is awful and the dancing can best be described as setting off a room full of seizures.

Harlem Shake wouldn't be popular if Gangnam style didn't create a niche for stupid internet dances. Therefore Gangnam style is probably both more original and more important culturally.
