Considering all thats going on with cybersecurity recently in the news, I thought about the inevitably of the real world cTOS, or a minority report style network governing a city, and Aiden and Damien's wreckless endangerment of traffic, steam pipes, bank accounts, power grids, widescreens, and even pacemakers...

Put yourself in their shoes, and consider you just created urban chaos from your PC.

How do you think local and larger govt would handle cTOS being compromised like WatchDogs ending in the real world?

To be fair, they wouldn't even have to wait for the ending of the game in order to scrap the program.
Think about how many times you use the "Blackout" function over the course of the game, no sane official is going to keep in place a system that constantly allows users to kill the power to their city with the push of a button.

That alone could have cost the city billions in lost data, transactions and work files, even if the makers poured bribes from a bimp all over the city, it wouldn't be worth having THAT much downtime.
