Americans. The people who vote are misinformed, the people who don't vote are cynical, the leaders that are voted in work only for their party rather than for their people, and those that want to make change don't have the money to get elected since election campaigns take four years of planning and millions of dollars. Also, add that with the waning superiority idea of "we won the War!" and "we beat the commies!", the threat of us losing our status as a global superpower, the Baby Boomers becoming disillusioned with what they grew up with and looking back at "the good old days", and the growing distrust between government and civilian groups, then you can see why we're our own worst enemy.
