Order and chaos in that game mainly is about if you believe that certain codexes and "rules" should be respected *regardless of the circumstances* (i.e. paladin), or if you tend to "rebell" against said rules (i.e. thief). Neutral in that case means, that you either don't care and just do what currently makes sense, or that you have a very "moderate" standpoint (i.e. believing in some laws, yet considering other laws stupid). An attempt to always strengthen the currently weak side, to keep a balance, would also classify as neutral.
As for the goodevil axis: Its a big vague mess of what people consider "good" and what they consider "evil". You can pretty much take standard western morals, and get a blueprint of whats considered good and whats considered evil. Neutral here plays the same role as with law/chaos - you may note care, have your own rules that depend on circumstances, or you may be trying to always strenghten the weak side to keep balance.
